In Minecraft, a minecart with command block allows you to move your command block around on a set of rails. It is an item that you can not make with a crafting table or furnace and it is not available through the Creative Inventory menu. You can only add a minecart with command block to your inventory using a game command.
Just like other minecarts, a minecart with command block can only be placed on rails, powered rails, detector rails or activator rails.

A minecart with command block is not available in the Creative Inventory menu. You must use a game command such as the /give command to add this item to your inventory.
