A beacon requires a base pyramid to work to its full extent. In the vanilla game, you can use the block variants of different minerals like iron, gold, diamond and netherite to build a beacon base. Raw Copper Beacon Base Mod (1.21.1, 1.20.1), as the name suggests, allows you to use copper blocks to build beacon bases. Furthermore, the mod also allows you to use copper ingots as payment for beacons.
