In Minecraft, a spectral arrow is a weapon that you shoot using your bow. After a player or mob has been shot with a spectral arrow, that entity will get the Glowing effect that lasts for 10 seconds.
This effect appears as a bright white outline around the player or mob and can be seen through solid objects such as blocks. If the player is a member of a team, the Glowing outline will be seen as the team color.
When you craft a spectral arrow, the crafting process will create 2 spectral arrows at a time.

1. Open the Crafting Menu
First, open your crafting table so that you have the 3×3 crafting grid that looks like this:

In the crafting menu, you should see a crafting area that is made up of a 3×3 crafting grid. To make a spectral arrow, place 4 glowstone dust and 1 arrow in the 3×3 crafting grid.
When making a spectral arrow, it is important that the glowstone dust and arrow are placed in the exact pattern as the image below. In the first row, there should be 1 glowstone dust in the middle box. In the second row, there should be 1 glowstone dust in the first box, 1 arrow in the second box and 1 glowstone dust in the third box. Now that you have filled the crafting area with the correct pattern, the 2 spectral arrows will appear in the box to the right.
