Tinker Leveling Mod (1.18.2, 1.16.5) is a rewrite of Tinkers’ Tool Leveling for modern Minecraft versions. Tools gain XP through normal use. Every time the tool levels up, an additional upgrade or ability slot will be added (this alternates with each level).
