Whitelisted servers only allow those selected whitelisted players to join the server. Some servers that use the whitelist feature actually accept applications for members, and if they are accepted, they will be whitelisted. If you have such a server, Visitors Mod (1.21.3, 1.20.1) will allow you to make it so that non-whitelisted players can actually enter the server in spectator mode and explore the world, before making the decision whether to apply for whitelisting or not.
